Middle Ui appears representing Dogsborough, and states his case, blaming the deceased Sheet for the misuse of the City loan. Maybe this is just another spot where Brecht was prescient. This was intentional, as Brecht wished to exaggerate and mock such a character, in this play. Spaces just off stage are revealed to the audience via the large screen, which offers a window into more intimate rooms. Brecht omitted in particular the catastrophic role played by the Communist Party of Germany and the Stalinist apparatus in Moscow, the saboteurs of the German revolution, a party and an apparatus with which Brecht despite misgivings and criticism aligned himself. These references to the vegetable business are extremely funny as, of course, is the character of Ui, at least in the initial stages of the play. The Announcer begins prologue, explaining what the play is to be about, and introducing the predominant characters one by one: As they're introduced, each character appears on stage in front of the curtain, conveying some of their traits to the audience.
The city then decides to investigate the loan and determine if the money is being spent appropriately. Her portrayal of Betty Dullfleet — one of few characters who convincingly stands up to Ui — is incredibly powerful. On receiving a signal from one of Ui's bodyguards, Bowl is shot outside the door. The reason they do this is that with Dogsborough in control of 's shipping business he can convince the city to give him a loan that will repair the docks. In the hard times after the Great Depression, the Trust decide to raise a loan from the city corporation on the pretext that the docks will be rebuilt.
He also attempted to develop a new approach to the the theatre. The eight-member cast members tend to blare their lines as they go about illustrating how in Chicago and Cicero, the Cauliflower Trust—supposedly watching over the greengrocers in favor of whom they fight—eventually assume complete rule. Finally, the grocers of Chicago and Cicero have assembled to speak out against Ui, they want to vote him out. He tried to persuade his audiences to see the stage as a stage, actors as actors and not to overlook the traditional make-believe of the theatre. But, the Trust desires to use the loan to help their business with no intention of using it for repairing the docks. The Trust go to a shipping tycoon named Sheets and strong-arm him in order to give up his shares of his company, which the Trust then give to Dogsborough, a man who has an impeccable reputation. His son died through fighting in Hitler's army on the Russian front therefore this could have been the cause behind the hate and bitterness towards Hitler and the war.

It is interesting to ponder on the fact that the Swastika is once more being daubed on the walls of our streets. Get back to the dead! He was married for the second time to Helena Wiegal and had two children with her four altogether. Dressed in a creased suit with enlarged shoulder-pads and a black felt hat, Ui lives in fear, especially of the police. The power and terror of this Ui is in his familiarity.
